The government has no idea, does it?
This might be one reason that shows the government is frankly not interested in the welfare of the lower castes. Lack of information on ground realities, as in the case of TIFR is sure to do no good for pro-reservationists. Honestly, I pity them for thinking that the government is trying to uplift the masses.
