It was absolutely annoying and irritating. It is one thing to promote a free tool, its another to annoy people by not serving "information" they came looking for in the first place :). I hate two-clever-by-half websites that give me unasked-for gratuitous advice when I'm simply there to go read the <em>content</em> on the page.
