Dilemma

A large community of Ghozacs, numbering almost half a million resided in the mainland. They maintained a steady rate of development and possessed all the necessities of modern life. They were entirely self-reliant and managed to deter anyone with evil designs with a stockpile of weapons. Fifty miles due south, on a narrow peninsula lived the Clamons. A small community, numbering less than ten thousand, mostly primitive in nature compared to the larger and stronger cousins in the north, they believed in a peaceful existence and hence do not possess any modern warfare equipment.

Both the communities were ideologically opposed to each other and always indulged in verbal duels, accusing each other of dubious wrong-doings. But it certainly was a disaster waiting to happen and needed a spark to ignite the inflammable mess that the mutual relationship had come to signify. This spark was provided by a high-profile murder in Ghozac community and tempers flared. Public opinion against the Clamons reached a all-high and irrationality reigned supreme as the Ghozacs blamed the Clamons and firmly believed that the crime was perpetrated by a sly Clamon. They demanded immediate action and the extradition of the culprit or rather one of the Clamons whom they would persecute. There was no doubt amongst the Ghozacs that the guilty was one among the Clamons, although no proof was available.

The Ghozacs threatened military action if their demand wasn’t conceded. The impending war would definitely wipe out Clamons without leaving a single survivor. The war however could be averted and save thousands of lives, if the Clamons handed one of their own as a “sacrificial lamb”. Fighting back or trying to hold fort is a hopeless situation and would needlessly postpone annihilation by couple of days. Help from external allies is also ruled out because the world considers the matter as a bilateral issue and will not intervene, even on humanitarian grounds. Clamons have 3 hours to decide on their course of action: hand over a man and avert a calamity or refuse and be prepared to be wiped out.
